Happy Chinese New Year!
This is a very special Spring Festival for all of us because of the outbreak of 2019 Novel-Coronavirus Pneumonia. You may have heard people saying “Are you going back home? It’s harder to stay in China now.” However, one of the international students in Hangzhou bravely and firmly believed that, “No matter how obvious the troubles are and what danger may happen, do not run away blindly out of fear, because we don’t know where we may be confronted with the danger. The world is not a safe place itself. Sometimes, we are afraid because we are not strong minded enough, neither to pull ourselves together because of lack of confidence. Therefore, we have to be brave and determined that problems can be solve! We have to believe that difficulties can be conquered!”
亲爱的留学生和外教们：
新年好！
这是一个特殊的春节，因为中国多地发生了新型冠状病毒感染的肺炎疫情。最近很多人会说：“欸，是否要回家？留在这里生活会更艰难些。”对此，一位在杭留学生给出了自己勇敢而坚定的回答，她认为：“无论问题多么明显，无论发生什么危险，都不要因为害怕而盲目趁机逃跑，因为我们不知道在哪里还会遇到危险，世界原本就是一个不安全的地方。有时候，因为‘恐惧’，我们内心不够强大；因为‘没有信心’，我们不能恢复镇定。但是，面对问题一定要有解决问题的决心。在人生的路上，勇敢的心，是有生命力的。尽管生活充满荆棘，只要相信，大家就能翻山越岭。”
For the time being, the Chinese government is taking strict measures on a national scale to control the spread of epidemic situation. The state leaders of China and all the administrative departments in China pay highest attention to people’s health.
目前，中国正在全国范围内积极采取措施控制疫情扩散蔓延。生命重于泰山，疫情就是命令，防控就是责任。1月25日，习近平总书记主持召开中央政治局常委会议，对疫情防控特别是患者治疗工作进行再研究、再部署、再动员；1月26日，李克强总理主持召开中央应对疫情工作领导小组会议，进一步部署疫情防控工作。浙江省启动重大公共突发卫生事件一级响应。
学校对此高度重视，始终把校内外每一位师生的身体健康和生命安全放在首位。为共同防控疫情，学校第一时间成立防控工作领导小组，制定《浙江外国语学院关于印发新型冠状病毒感染的肺炎疫情防控工作方案的通知》，有序推进疫情防控工作，而我们学校的巴西外教施若杰也用自己的实际行动诠释了什么是万众一心，战“疫”有我——他在接受中央广播电视总台葡萄牙语部记者电话采访时指出他目前正和中国妻子居住在绍兴，疫情发生后，绍兴的居民没有表现出很大的恐慌，因为生活物资供应充足，居民基本生活有保障。他还告诉记者，当地居民，包括他和家人，都自觉待在家中，必须出门时也都会做好防护措施，避免造成病毒传播。他相信疫情很快就会过去，而他会继续留在中国。我们的国际教师和国际学生，无论是住在校园里的还是住在校外的，都在积极配合学校和社区的疫情防控工作，我们衷心感谢你们所做的一切。
On behalf of ZISU College of International Education, we suggest you to stand together and take the following tips to prevent the 2019 Novel Coronavirus.
由于疫情防控工作正处在一个非常关键时期，需要大家的共同努力，攻坚克难，现向广大留学生和外教们发出如下倡议：
First of all, we need to understand the epidemic correctly. Till 9 Feb 2020, 13:23, there are 37251 confirmed cases, 28942 suspected, 2700 recovered and 812 dead in China. In Zhejiang Province, there are 1075 confirmed cases, 185 recovered and 0 dead. We should not slight the severeness of 2019 Novel Coronavirus, neither should we be blindly optimistic. This novel coronavirus has strong infectiousness and long incubation period, thus we cannot tell whether people we contact outside is healthy. Once we are infected, it is easy to infect our friends and schoolmates.Please follow the official authorities’ posts about 2019 Novel Coronavirus (such as National Health Commission国家卫生健康委, Announcement of Zhejiang浙江发布, etc.）to learn about the epidemic situation and disease prevention measures. Please do not start or believe or spread rumors. Do not post information online that is not be confirmed.
一要正确认识疫情。这是一场没有硝烟的战役，我们面对的是看不到的敌人。自疫情爆发以来，截至2月7日14时16分，全国（含港澳台）已有确诊31219例，疑似26359例，死亡638例，治愈1550例。而浙江地区共有1006例确诊，其中温州市421例，杭州市156例，宁波市136例，台州市129例。我们不能小看敌人，不能盲目乐观。病毒的传播能力极强，且潜伏期较长，我们无法判断在外接触的人群健康与否，一旦感染更会传播给其他同学和朋友，危险至极。请广大留学生和外教积极关注官方机构（如：国家卫生健康委、浙江发布等）发布的新型冠状病毒感染肺炎防控有关内容，了解疫情相关信息，学习健康防病知识，提高自我防护能力。请大家做好自媒体管理，不造谣、不信谣、不传谣，不在网络上发布未经证实的相关信息。
Secondly, we should increase the self-protection awareness. Please try to reduce going out. Do not go to places like Hubei Province and other epidemic areas. Do not gather on party. Avoid going to places with many people in closed environment. Avoid touching patients, livestock poultry and wild animals without protection. Wear masks. Go to bed early and wash your hands frequently. Drink a lot of water, eat kinds of fruits and vegetables. Keep warm to avoid getting cold. Do not spit. When you sneeze or cough, please use napkins or elbow arm to cover your mouth. Don’t panic or too worry, keep a good mood. Take part in physical exercises to enhance physical fitness and immunity.
二要提高防范意识。近期尽量减少外出，不前往湖北等疫情集中地区，不参加聚会、聚餐等集体活动，避免到封闭、空气不流通的公众场所和人员密集场所，避免无保护状态下接触病患、家畜家禽及野生动物。出行佩戴口罩，少熬夜，勤洗手；多饮开水，多吃水果和蔬菜，营养均衡；防寒保暖，避免感冒；不要随地吐痰，打喷嚏或咳嗽时用纸巾或袖肘遮住口、鼻；不恐慌、焦虑，保持良好心态；适当参加体育锻炼，增强体质和免疫力。
Thirdly, we should take scientific protection in time. Please keep in touch with ZISU, and report your positions and conditions according to ZISU’s arragements. If you have fever, cough, lack in strength, breathing difficulties and other symptoms, please wear masks and go to hospital immediately, as well as report to the school.People who are under medical observation, especially those who visited Hubei, Wenzhou, Taizhou recently must be kept in quarantine in school. International teachers and students who stay off campus should comply with local government management. Whoever withholding information will be dealt with lawfully.
三要及时科学防治。请广大留学生和外教与学校保持通畅联系，根据学校安排如实报告相关信息。如有发热、干咳、乏力、呼吸困难等症状，请戴好口罩、做好防护、及早就诊、及时报告。要注意留意需要医学观察的人员，特别是近期去过湖北、温州、台州等地的留学生和外教，请严格遵循相关法律和要求，在学校安排下做好隔离观察，住在校外的师生请遵守属地管理，所有人员不可隐瞒情况，违法的将依法处理。
Fourthly, we should subject to unified arrangement. ZISU and the local community are trying best to collect information of international students and teachers, including your positions and health conditions. Please cooperate with them, learn about and comply with the local administrative regulations. Correct and prompt information communication can assure everybody’s happy life. ZISU will enhance campus management. Off-campus people and vehicles are not allowed on campus. We will take strict guard system, so please cooperate with us and do not invite visitors to the campus. Teachers and students who stay on campus should not go out without permission from Division of International Exchanges and Cooperation or College of International Education unless there is a a special need to go out. When you return to the school, your ID, your temperature, your whereabouts and your health conditions will be check and detected. Once an anomaly is found, the campus staff will report to the superior and take medical quarantine measures. International students and teachers who already left school should not return before the school day. Please do not buy return tickets in advance. The specific start time of school will be separately notified depending on the situation of epidemic prevention and control and school arrangements.
四要服从统一安排。学校与各社区在尽力收集留学生和外教的信息，包括你们的去向、健康状况等。请耐心配合他们的工作，及时了解你们所在地方的管理规定并遵守，准确、及时的信息沟通才能保证大家的顺利生活。学校将加强校园管理，寒假期间校园不对校外人员、车辆开放，严格实施门禁制度，希望大家积极配合并且不要邀请或接受外来人员来访。留校师生除特殊情况外一般不得外出，经国际处或国际学院审批同意、说明去向后外出返回学校的，进入校园时必须核验身份、检测体温、复核去向、了解身体状况，发现异常应当立即上报并采取医学隔离措施。已经离校的留学生和外教不得在学校开学前提前返校，请所有师生不要提前预定返校机票。学校具体开学时间视疫情防控情况和学校安排将另行通知。
Fifth, we should prepare for teaching and learning. All the staff members should take the advantage of this long vacation and make full preparation for the new semester teaching, including teaching plan, courseware, assignments, tests and other materials. Use the Internet to improve teaching methods. Students should arrange your study time properly and enhance learning efficiency with the help of online resources.
五要做好教与学的相关准备。老师们要认真贯彻落实《教育部应对新型冠状病毒感染肺炎疫情工作领导小组办公室关于在疫情防控期间做好普通高等学校在线教学组织与管理工作的指导意见》（高教厅〔2020〕2号）文件精神。聚焦培养目标和要求，制定科学合理的在线教学课程大纲；充分准备课程所需的讲义、课件、作业、测试等资料；明确课程学习内容和学习进度、作业及考核要求。学生们要合理地安排好学习时间，提高学习效率，借助网络资源为自己充电。
Dear international students and teachers, our Division of International Exchanges and Cooperation and College of International Education will pay close attention to the development of epidemic and notices from ZISU and superior departments. We will keep in touch with you and fill you in with the latest information. If the epidemic of 2019 Novel Coronavirus is a war, we all are soldiers in it. We may not go to the front, but cooperation is what we can do in this war. This novel coronavirus will not distinguish different nationalities or skin colors, it’s our common enemy. Imposing restrictions on going out is not deprivation of freedom, it’s for everybody’s safety and for better future. Please remember that we are always with you. Let’s hope for the best!
