根据《浙江外国语学院留学生管理办法（暂行）》（浙外院[2013]31号）第七章第二十三条规定，未请假或请假未获批准离校连续两周或一学期内累计3周未参加学校规定的教学活动的学生，应予以退学。该生违反交通法规，逃避履行事故赔偿义务，且私自出校离境，情节较为恶劣，经学院综合研究决定，给予其开除学籍处分。

Decision Regarding the Expulsion of International Student LIMNI ADAM
LIMNI ADAM, male, Moroccan, passport number XL1294084, student ID 20250917138, is a student majoring in International Business at the International Business School, enrolled from September 2025 to July 2029.
On the evening of November 7, the aforementioned student was involved in an electric bicycle traffic accident for which he was determined by the traffic police to bear full responsibility. Subsequently, the student left China on the 20th of the same month without informing relevant parties or fulfilling his compensation obligations. Following his departure from China, he has not participated in any regular teaching activities.
According to Article 23, Chapter 7 of the *Zhejiang International Studies University International Student Management Measures (Provisional)* (ZheWaiYuan [2013] No. 31), a student who leaves the university without requesting leave or without approved leave for two consecutive weeks, or who fails to participate in the university's scheduled teaching activities for a cumulative total of three weeks within one semester, shall be subject to dismissal. The student violated traffic regulations, evaded the obligation to compensate for the accident, and left the university and China without authorization, which constitutes a serious violation. After comprehensive deliberation by the school, it has been decided to expel LIMNI ADAM.
If the student disagrees with this decision, he may file a written appeal to the school within 10 days from the date of this notice, providing relevant supporting materials. Appeals submitted after this period will not be accepted.
